Timely capture of accurate, up-to-date employee Timecards, Daily Work Reports, Crew Sheets, etc. is critical to successful management of any organization and WinCAMS provides excellent tools to efficiently and accurately capture all pertinent timecard information, create audit trail and comprehensive cost distribution reports.

WinCAMS greatly improves the quality and timeliness of available costing information by ensuring:
  • Data Integrity: All data entry is validated and no invalid entries are accepted.
  • Currency: Reports are current if data entry is current.
  • Task Distribution: Allowing Employees to enter their own timecards removes the bottleneck of data entry personnel entering timecards towards the end of Pay Period.
WinCAMS also greatly improves the accuracy of data entered by finding:
  • Exceptions: Employee attempts to charge time to a Project No that he/she is not allowed to charge to, or omits a Road No on road-related work entries.
  • Inconsistencies: Two Employees enter the same Equipment Usage because they worked side by side.
  • Missing Entries: Employee has only 71 hrs for a two-week Pay Period (should be 80 hrs).
The following cost categories are captured and managed:
  • Labor & Fringes: Regular and Overtime Labor Hours and Costs
  • Equipment: Vehicles & Equipment Usage (Miles & Hours) and Costs
  • Overhead: Indirect Costs applied as a percentage of Labor

WinCAMS provides multiple data entry options:
  • Daily Timecards / Crew Sheets: program accepts all daily timecards for both individual Employees as well as for Crews (i.e. multiple Employees working together as a team).
  • Payroll Period Timecards: program is used by individual Employees to directly enter their own timecards as the Pay Period progresses. Employees can only see, enter and maintain their own timecards unless they are designated to be Supervisors and / or Timekeepers in which case they can also enter, correct and audit, and approve other Employees’ timecard records. Program also (optionally) accepts Time In / Time Out entries (clock time) for FLSA compliance.
While entering their timecards, Employees can immediately allocate their work hours to:
  • Activity Codes: Activity-based Cost Accounting: Costs by Activity (Task) Code
  • Projects: Project Ledger: Billing, Grants, Funding Sources
  • Roads and Routes: Maintenance History and Costs by Road (with Mileposts)
  • Bridges: Maintenance History and Costs by Bridge
  • Cost Centers: (CA) Annual State Road Report cost categories such as New Road Construction, Bridge Construction, Road & Bridge Maintenance, etc.
  • Budget Accounts: (WA) detailed BARS Expenditure Account Nos that also itemize categories such as New Road Construction, Bridge Construction, Road & Bridge Maintenance, etc.
  • Vehicles Nos & Repair Orders: Maintenance History and Costs by Vehicle / Repair Order
  • Service Requests: Costs of each Service Request: Billing, Tracking
    • Facilities: Track all Work Activity on Buildings and County Property.
    • Roads & Bridge Operations:
      • Track Work Orders by Road and Bridge
      • Track Work Orders by Sanitary Sewer Node
      • Track Work Orders by Storm Sewer Node
      • Track Work Orders by Water Account No (Meter Address)
    • Radio Shop: Track Work Orders by Communication Asset Unit
  • Projects: Project Ledger: Billing, Grants, Funding Sources
  • Roads and Routes: Maintenance History and Costs by Road (with Mileposts)
